In a game-changing decision, the Canadian Radio-television and Telecommunications Commission (CRTC) has paved the way for Telus Corp. (TSX:T) to bring its fibre optic services to Ontario and Quebec. This move is a significant milestone for the B.C.-based telecommunications company, which now has the green light to enter Eastern Canada’s market by leveraging Bell’s existing fibre optic infrastructure.
Previously, Telus faced resistance from Eastern telecom giants, particularly Bell Canada (TSX:BCE). These companies had pushed the CRTC to block Telus from taking advantage of the revised fibre-to-the-premises (FTTP) regulations. The updated rules require major telecom providers—Bell Canada, Rogers Communications (TSX:RCI), and Telus—to allow smaller and regional competitors to access their fibre optic networks for a fee. This policy aims to promote competition, improve service quality, and give consumers more choices.
The decision also benefits regional internet providers who can now use Telus’ network in Western Canada. Meanwhile, Telus can expand into Ontario and Quebec, utilizing Bell’s infrastructure—a prospect that has drawn strong opposition from Bell.
Despite federal intervention, including an Order in Council directing the CRTC to reconsider its initial stance, the Commission ultimately upheld its earlier ruling. On Monday, it confirmed the new framework, allowing Telus to proceed with its expansion plans.
“This decision marks a significant step toward fostering greater competition, affordability, and innovation for millions of Canadians,” stated Telus spokesperson Richard Gilhooley. With the CRTC’s final approval, Telus is well-positioned to establish a stronger presence in Eastern Canada, challenging the long-standing dominance of regional incumbents.

Currently, Telus offers only one speed tier plan in Ontario, with speeds up to 1500 Mbps for downloads and 940 Mbps for uploads, including a free Wi-Fi 6 booster rental.
